What is the latest you can cut back your hydrangea for them to grow again?
Still havent had a spring cleanup so the hyndrangeas have not been cut back. What is the latest they can be cut back and still grow for the season? What about other plants that should have been cut back to "regrow"?

Hydrangea bloom on second year growth so you don't want to cut them to the ground - you'll cut off all the blooms for the coming year. I wait until they start getting some green leaves, then I clip the dried blooms from last year and any stems that are completely dead without any leaves budding. That cleans them up and in short time the leaves fill in everything.

What she said. 
This time of year, all I do is reach into the crown and rock any stems that don't have new leaves on them. If they feel loose, I pull them. If not, I leave it alone.
I prune after they're done blooming. Normally I wouldn't even do this but it blocks my front door if I don't.

Thank you. Still a bit confused though. So when you see all the tall bare sticks, will those actually grow flowers? They are old plants, previous owners plants and I have no idea what to do with them.

Perfect question! I never cleaned up at the end of last year. I've got old sticks, new blooms, weeds, u name it!

It's hard to say without knowing what kind of hydrangea it is...some actually bloom on new growth and some bloom on old. I had an "Annabelle" which is an arborescens that I could cut all the way down and it would grow like gangbusters every year with crazy blooms. The other was a "Nikko Blue" macrophylla and it set its buds the previous year for the current year's flowers so it wouldn't bloom if pruned too late.
Check the existing growth to see if it looks like there are buds on it. If there are I would only prune sparingly and try not to cut them off.

It's hard to believe that those ugly sticks will ever look good again, I know. 
About 25% of my sticks are already growing leaves. You can wait a few more weeks to figure out which ones are good and which ones aren't.
Scott, in addition to the place already posted, one of my favorite nurseries was Cirprianos in East Meadow. Family owned, very helpful, good selection. Before you go, you should decide between a moptop or a lacecap, and color. A primer on Hydrangeas that I wrote last year.

I just looked. I see some buds on some of the lower portions of the stems (not on the tips). So what does this mean? Some have no buds.
So let's say the flower comes off the lower portion of the stem, do you then snip those tips?
I will try to take some pics to show what is going on if that might help someone help me.

I guess I'm confused on why you need to cut them back at all? It won't make them grow faster. If it's because they look straggly or because they're enormous, I wouldn't do it now. I would wait until they've bloomed. They set next year's buds in late summer so if you do it before August/September, you're safe.
Moptops never *need* to be pruned unless you have a size problem like I do. I'd save my strength and just pull the dead wood out if it's loose and leave it at that.

I dont know why I need to cut them, lol. I thought I had to in order for them to grow. I thought if I did not, they would not grow and then if I had to it might be too late.

Mine too! She decided to pull out the bushes in front of the house one day... By wrapping a metal chain around the bush and attaching the other end to the back of our Buick.
When I was a child, I had "my tree" that I used to play under. It had a perfect sized branch for me to sit on too. One day I came home and it was GONE. I found out much later that it wasn't a tree, but a pink Rose of Sharon bush. I now have five of them growing and every time my Mom comes over, I say, "Look Mom! My Trees!"
