Are you paying for a consult fee is that it?
How can you pay her before she even did/purchased anything?
or is she re-decorating for you?
also, is it an interior decorator or interior designer?

Not sure exactly what she is, but she is redecorating. Picking out paint colors, choosing furniture/accessories (that I buy..she just tells me where to get it)...and placement of everything.

Well, you need to be certain because the 2 are different and therefore so would the pricing..
also find out if you are paying a flat fee for her services or if you are paying per hour or per visit..

Oh its a flat fee; it's $500. I thought that was reasonable to pick out paint colors, accessories, rugs, window treatments, furniture and hang everything and place everything in its appropriate spot.

Not bad.. is she going shopping with you? is she accessible via email that you can send her ideas and have her answer questions? How much time has she allotted into completing the room? have you seen her portfolio? are you comfortable that she will represent the style you are looking for? what happens if you don't like it?
I would probably give her a 1/3 up front if anything.. I wouldn't give her the entire sum until it's completed and you are happy with the end result. ;)
