Ok, the dress was CUSTOM made for her. WHO in their right mind would make a "dress" like that for a HS girl to wear to their Senior Prom!!???!!!!!! 
And it wasn't even flattering!! If she was a celebrity wearing that on the red carpet we'd all be posting

eta: just watched video and .. I remember the whole point of prom was to get dressed up and fell glamorous.. and have a good time with you friends. That dress is just Awful.

Ok tacky dress, no doubt. But handcuffs? A bit much to make a point, IMO.
I couldn't hear the audio so I don't know if there was another reason.

I saw that video last night 
yeah, super classy indeed...
I love when girls dress like hookers and then are perplexed that they are treated differently.... just like that girl who was not allowed on a plane becuase her skirt was so short I believe they could see her goods when she sat down
of COURSE that is a custom job... you think that would sell in a retail environment?

OMG i finally saw this at home... that girl is DELUSIONAL. not only is that dress ugly as sin, it barely covers her boobs and she looked awful!
what kind of an attitude/problem was she giving them that she had to be escorted out in HANDCUFFS??
CNN must be laughing their azzes off at her, thinking she had a right to be there. okay kiddo

since this scenario is so obviously wrong, and the school acted properly, anyone else view this news piece as flagrantly opportunistic and an excuse to have a scantily clad underage girl on their site?
