Ramen Noodles.  My DS lives on them.  I get them for 10/$1.00.  Doesn't get  any poorer than that.

Growing up, we had a family of seven on one income most of the time, so we had poor man's food a few times.   
  Breakfast for dinner - we never ate cereal for dinner though.  It was always french toast, waffles, pancakes, etc.
  Tuna noodle casserole - egg noodles, can of peas, cream of mushroom and 2 cans of tuna - in the oven for about 1/2 hour.  
  Spaghetti - my mom made the sauce from the sauce packet and added tomatoes and ground beef.  
  Hamburger goulash - brown beef with onion, add macaroni, corn, tomatoes and salt and pepper and throw in oven for 1/2 hour.
  Homemade pizza or english muffin pizzas
  SOS (sh*t on a shingle) - creamed tuna on toast.  For a while, we substituted halibut because my uncle in Alaska sent us a ton of canned halibut.  I knew money was tight when we had this for dinner.  
  And we had regular "catch it and kill it" nights to clean out the fridge of leftovers.  (No actual killing was done.)

french onion soup!
  6 huge onions, 1 cup cheap white wine, a little thyme, a little butter, and a little shreaded cheese.....  et voila!  a very good warm meal.....
