I am so sorry.. This is a very sad story.. is this the 6 yr old or the 2 yr old ? I really feel so terrible for you..
ETA: I see it was the 2 yr old 
are you sure you dont want to know what happened ??? What if the other pug gets into the same thing? If it was poison or something like that maybe you should find out?

So sorry. when I was younger my cat did the same thing when she died. We had hay in the shed from a rabbit and she went in there, and hid in it to die. Maybe it's comforting to them.
