Of course it was intentional, and IMO, hilarious. An impeachment dress.
Who cares what anyone wears?
To the OP, the dress is very basic. Did you think the necklace was part of the dress? I did and I feel like that detail was what "made" the dress. I wouldn't have thought to wear that type of necklace with that dress.

I guess because most women in that higher tax bracket will not wear the same outfit twice. They have even commented on how Kate (Middleton) has worn the same clothes twice when most of the women in the Royal party do not.
She knew what she was doing wearing it twice and it got people to talk about her.
You have so completely missed the point of her INTENTIONALLY wearing the same dress twice. It was a statement. It wasn't so "people would talk about her." It was sending a message. A powerful one at that.

She did it on purpose as a big shove it to you to Trump. The news commented this morning how someone who has so much money usually doesn't wear things more than once but this was intentional

But this is a great example of internalized sexism because like another poster pointed out the same comment would never be made about a men's suit.
She makes $223,000 and the she is worth an estimated $114 million, according to her 2018 personal financial disclosure, making her one of the wealthiest members of Congress.
She's not the only one rolling in it. Too many of them are and that makes them unable to relate to "commoners" and their problems which really puts the commoners at a disadvantage when policies are created to protect people and corporations of their status at the expense of the commoners.

Seriously thought homegirl is worth like $150 mil..bat shit crazy if you ask me so her dress probably cost like $3K but IRL for us peons I feel like I've seen a lot of those style dresses in TJMaxx, Burlington, Marshalls etc for like the $40-50 price range..usually the designers tend to be Calvin Klein, Michael Kors, etc.
