I don't see this as a hoax.
Hopefully this is a reminder, if your kids are very visible/very close to the sidewalk with a metal fence that lifts open from either side it would be a good idea to make sure someone is outside to supervise them. Image Attachment(s):

This is just terrifying! Our neighborhood kids play in the backyards, we live on a busy street so the yards are their safe place. It just sucks that no where is safe anymore.
My youngest calls khakis yellow...

I was thinking they were wearing some kind of uniform with yellow pants & blue shirts, but maybe they meant khaki. some khakis look more yellow than tan or brown.
