Not for all kids, for special situations only. Does not work in many cars, especially any car where the lap belt originates away from the back of the seat, Mercedes, BMW, SAAB.
It is not safer than a booster seat for a child nor can it "exceed" FVMS213 regulations.
I would not recommend it over a Child Safety Seat.
