Brotherly love... Sometimes
I have two boys. One is 3 and the other is 13 months. Sometimes they get along great,,, playing and laughing together. That's usually if the 1 yr old does what the 3 yr old wants. Other times they are kicking each other, pushing, etc. I had an older sister and older brother. I got along well with my sister. She was also 7 yrs older than me. My brother is 3 yrs older than me and we fought a lot.
Is it a brother thing or the fact they are close in age?!
If you have boys are they similar? If the 1 yr old isn't doing what the 3 yr old wants he can start a tantrum. I know it's age and maybe a boy thing. If you have girls are they similar or get along better.
Sometimes there's affection. Usually when my toddler wants to show off in front of other people or I take the camera or video out. He's an actor.

Re: Brotherly love... Sometimes
I think it's just how boys are. My sons are 20mos apart and are hot/cold with each other. In general they like to be around each other -- we have three different play areas in our house and instead of separating or playing in different spaces, they will bring their toys to where the other boy is playing and sit right next to each other. If one wakes up earlier than the other, he will usually go back to their shared room and wait for the other to wake up (or wake him up on purpose). Now at 4.5 and almost 3yo, I'd say it's a lot more pushing/shoving/kicking/hitting when they're tired, cranky, or hungry.

I think its just siblings....
My DSs are 3y3m apart and they are just as you described. One minute htey are laughing and playing nice, the next they are yelling at each other or one is crying, the other is calling the baby a bad boy etc. (they are 4.5yo and 15m)
But my niece and nephew are hte same and they are 3.5yo apart. And my brother and I were the same and we were 8y apart.

Re: Brotherly love... Sometimes
My boys are 14 mos apart 4 and almost 3. They have the moments where they hold hands and play nice.
Then they have the brotherly love moments with pushing, screaming, tormenting, etc. This mainly happens because the little one always wants to be doing what his big brother is doing. Usually this ends up with a little spat or my little one running to me :)
