I'm just lurking but Dr. P induced me at 38w with ds and 38w5d with dd. The hospital likes him to wait until 39 weeks but if you are having an issue they let him do it earlier. Ds had very low fluid and dd was a big baby so he beat the 39 w min.

He wont do it before 39 weeks unless it is really necessary. I was induced because of low fluids but they still waited 3 days so I could reach the 39 week mark.
