Not sure about heel height requirements
but i chose the first because it is croco and the second because it is chunkier. I tried to find ones that had the same characteristics of the ones that you posted. Both are from Nine West. The first is on sale for $34.99 and the second $29.99 Image Attachment(s):

yeah, that was my thought...I like the shoe but not the heel

I have guess peep toes and they are pretty comfy
