I was in Ulta yesterday and asked this exact question, I was told that the Matte Finish is for oily skin.

I am using the Matte right now. I have oily skin and I love it.
Also, the regular has bismuth oxychloride in it and that gives some people skin irritations. It is what gives it the "shimmer." It is missing from the Matte and that is why I am using it now!
