We asked our lawyer about the buried oil tank, and he said, they most likely won't do anything since its not their fault its buried. We were able to get some money off to do it ourselfs (also so we know its done, and done right). We loved the house, it was perfect for us. It was something we needed to compromise on, but alot of homes have buried tanks. JMO
