It's going in the savings account to replinsh the money we had to take out to pay bills in this economy... So in the long run I bet it's really going to pay for gas....

I couldn't remember if we got a letter from the IRS and we also owed a few hundred for 2006, so I wasn't sure we'd get anything. but we got it TODAY!
we're def putting it back into the economy. it's "free" money and it's getting spent

If you are purchasing the materials to build the fence yourself ... or if you are paying a company to do it for you ... you're still putting the money back into the economy (as compared to stashing it away in your savings account or paying off debt that was previously accumulated).
Right?!
Or am I totally confused about how this is *supposed* to work?

No, you're 100% correct. "Stimulating the economy" means buying stuff. Paying off debt or saving the money isn't stimulating. It doesn't matter what you buy, as long as you spend it. Cars, clothes, fences, shoulder bags to carry your dogs, etc....

We had a death in the family last month and had to travel to South America on short notice (literally got on a flight within a few hours of finding out) so our $ will pay off about half of the cost of our airline tix that we charged!
Originally we were going to use it towards our trip in November for my friend's destination wedding.
