I went several years ago and we stayed at the Hyatt Place in Chesapeake. Really nice and clean. We didnt do much there besides go to the beach.
ETA: They had better rates when you called to book instead of doing it online.

Colonial Williamsburg, Busch gardens, the museum with the F-16's etc I'll get back to you with more... my cousins are all cops down there, so I'll let you know what they say. I'll tell them to let you speed, lol

We always stay at Turtle Cay, it's near Rudee Inlet. I love VA Beach. We used to live there. Senor Frogs on Nimmo Parkway has great food, so does Plaza Azteca on First Colonial.

Went last summer and stayed at the Best Western right on the boardwalk. It was great. We are not fancy hotel people and rather spend our money doing things or eating at nice places.
We spent 3 days on the beach, fishing pier, boardwalk, etc and just needed a rest so we really didn't explore a lot else.
We didn't move our car for 3 days.
We did stop in Richmond on the way down and toured the Civil War museum.

We stayed at the marriott with our timeshare in Williamsburg but there are hotels right on the beach. Years ago DH and I stayed at a courtside marriott on the water which was nice.
There is a ton of mini golf on the beach and you can rent bikes.
Water Country water parrk is super fun and its not far from Busch Gardens. Obv there is colonial williamsburg. The day we went was super hot and muggy which made walking around not so enjoyable.
