Never
DH used to go to work that way at like 11 pm and there was still massive traffic.
There is massive traffic at 2 pm
There is just always always always massive traffic there

 all these answers are true however I would wait till after 10 for the morning rush to stop. There will still probably be traffic though

I've never been on it without a traffic jam somewhere along the route.
East/West, day/night, doesn't matter.
Just like the BQE.

Yeah, it'll probably be lighter after 10, but really there's always something!
We call it the Belt Parking Lot!

Never. I've been on it at all hours. 2 am to 4 am is trucker time during the week. The rest of the time it is filled with cars. 2 am usually has less vehicles but not by much,

While it is usually god-awful, I find that sometimes I make good time (less than an hour) when I leave around 9 am (from Wantagh). However, 1 small accident and it adds an hour to my trip.

I will say last week I was on the belt and took it the entire way at around 9:15 am and I hit no traffic - I was in total shock
