What ages get invited to a four-year old birthday party?

So, we're doing a birthday party at the Cradle of Aviation, and I'm going through the guest list and trying to decide what ages get invited? I would only have to "pay" for 2 and up.

From daycare and kids on the block, my son knows kids ages 1 to 5.

Do I invite the one-year old, whose birthday party we went to, even though they can't do anything the other kids are doing?

He knows some 2-year olds from the babysitter, who I'd hate to leave out, but they can't really do much either.

Some kids have younger siblings, who will be there by default, but should I generally just stick to inviting his own age group (3, 4, 5)?

I would just send the invite since they invited you to their bday party, and let the parents decide whether or not they want to bring their LO.

for DD 4th birthday i invited DD prek class (siblings were not included since I don't really even know any of them) and any friends and family who had kids (some we didn't but only because DH told me not too)

the ages mostly ran from 2-9 granted DD was at California Pizza kitchen which the age recommendation is 4 the littles ones still were able to participate with help from their parents.

for the ones who are to young to participate you can always mention that they are more than welcome to come but just be prepared they wont be able to join in most activities.
