That would be difficult in my case. DD has always been tall and thin. She's 4 now and just recently reached 33 pounds. No way she could fit rear because her legs are so long. I do think it's a good rule, but I don't know how that would work for children like mine - the gangling sort. (We had switched her to forward facing when she was 2.5 because her legs were bent awful). I'm pregnant now with #2, if this one is anything like his/her sister I wonder what I'll do. Even if that's not a rule where I am, I still want the safest option. 
Bent legs are perfectly fine and safe. As long as they're within the height and weight limits of the seat, it is the safest. They can sit cross legged, put their feet up, etc. it's all fine.

Do taller kids who weigh less just sit Indian Style in the car? How does that work?
IDK, my nephew was out of RF by 1.5 ish because he was so tall, but he also weighed a fair amount. HUGE kids in this family - even my son, if you were to use his adjusted age versus his actual (he was 1 month early) he's in the 90% for his height (50% for his actual).

MY daughter is 5 and still sits in the Britax CS70...I didnt even have to adjust the head part yet there's still that much more room to grow!
Sometimes I think people are too excited to have their kids grow up..they think it's hitting milestones when you can FF or buy a booster etc.
I think to myself all the time the benefits of the 5 point on her chest then a regular seatbelt god forbid...makes me shudder at the thought of an impact.

EXACTLY!!! I am guilty of this for boosters when it comes to 8, 9, and 10 year olds, but my kid isn't that old yet, so who knows how I'll feel at that point! Plus, I'm not going to tell you NOT to be extra careful, nor do I judge... I WISH I could use a 5 pt harness, honestly, I hate the way regular seatbelts cut across my boobs, it is the most uncomfortable thing, half the time it slides up and hits my neck. the other half of the time I either wrap it around my back, or slip it under my boob to try to keep it in place so I don't choke... LOL.

omg yes!! It's always digging into my neck and it doesn't fit across my boobs or my lap normally. I hate it!

My BFF has a larger chest as well, the first thing she does after clicking her belt is put the chest strap behind her back. It's insane. These cars were built for men, not women.

Yes that argument KILLS me- oh we did it with all of our other 3 kids, no problems.

It's like saying you drove drunk your whole life and never had an accident or killed anyone, so why is it illegal?
It's the most assine argument.
Our mother's also smoked and drank while pregnant....research leads to better safety in society. It's called progress.

As a Certified Passenger Safety Technician (car seat tech) I have to chime in aND give you all this
 
SO many parents I come across don't realize the safety aspect of rear facing vs foward facing. They think it's all about age and weight.....and it's NOT. It's about body development and body maturity. A typically developing 5% child for weight and a 95% for weight have approximately the same bone and muscle development. So turning foward facing because they weigh more or are taller isn't a reason.
Also, just a side note - NY is a proper use state according to the law (which was written in 1984  ) Most USA states are proper use really. Car seat manufacturers are becoming wiser and are changing the minimum limits of the seats to state that a child must be a minimum of 2 years old to use the seat in a foward facing position. Right now the wording on seats states "Must use in a rear facing position when a child is under 1 year / under 20 pounds" (which is confusing to parents sometimes as well) Hopefully more companies will follow suit as they release new/updated seats so legally parents need to follow.

The law is written as all children under the age of two years old who are less than 30 pounds so your Dd would have been within the criteria defined by the time you turned her around. Taller children cross their legs. My dd is 95% for height and 60% for weight and she will stay rear facing as long a she can fit in the seat properly rear facing. The tech who checked Dd seat explained in detail the way the impact of a collision is absorbed by the seat rear
Facing vs foward facing and it reinforced my feelings and got my DH on board.

My daughter is 3.5, about 35lbs and 40in. she is RF and crosses her legs most of the time.

I always thought it was two years old -- the recommendation, not the law -- and had nothing to do with weight, height, size, etc.
For me, in my situation, my son was over 31 pounds at 11 1/2 months!!  And in no way was he ready to be FF. I mean, I get that it is my discretion so I would just leave him RF *BUT* the fact that the law is written that way makes it so in some cases larger children could legally be put FF too early DEVELOPMENT-WISE.
Because the car seat tech who installed my car seats for me always told me, two years old, I don't care how big the kid is, two years old... on and on about that age. So, when I came upon this post about the law and it states two OR 30 lbs it made me think of what he had told me and my son's situation, particularly.
