Sitting forward
The new recommendation (as of about 2-3 years ago I believe) is to keep an infant rear facing until at least the age of two (no weight anymore as every child grows differently) the reasoning behind this (I believe) is that studies have shown that an infants neck muscles aren't fully developed until then. If turned forward to early and involved in an accident the neck muscles aren't developed enough to hold their head from the whiplash. A child's neck bones can stretch further then the spinal cord can, therefore damaging it or snapping it.
Ds is almost 22 months, is 34 inches and 28 pounds. he is still rear facing amd will be until at least his 2nd birthday.

This exactly. It's a recommendation, not law, but IMO they're better off RF as long as possible.
