I need eyeliner that would smudge or run that I can get at a regualar drugstore

Of course I was at sephora today and forgot to pick some up and I dont feel like driving back there tomorrow.

Prestige makes a waterproof eyeliner that's pretty good

This is what I use. Love Prestige! In fact my makeup artist on my wedding day told me it was good stuff.

L'Oreal HIP color cream Eyeliner...it's pretty comparable to MAC's fluidline, which I love:

I think revlon's color stay line is pretty durable.

I'm a huge eyeliner person and I love Almay intense i color kohl liner. Stays put and goes on nicely. Has a smudger on one end that works great when you do the top lid. Love it.
