i just counted. 55... that includes one pair of snowboots and one pair of rainboots and all my flip flops (prob 15 pairs of those).
and yet i wear flp flops all summer and uggs all winter lol

65....mostly heels.
ETA: these can range from my new black thigh high boots, louboutins, coach rain boots, a/x flip flops, etc etc etc.

2 pairs tall black boots
1 pair tall brown boots
1 pair mid calf Frye boots
2 pairs booties
1 pair silver ballet flats (it's hard for me to find flats)
1 pair converse
2 other ratty sneakers
3 workout sneakers
Probably about 15-20 heels of various colors/heights.
Total: Approximately 28-33 pairs of shoes.
ETA: I didn't count flip-flops--beachy or nice ones.

1 pair cowboy boots
1 pair Frye engineer boots
3 pair cole haan flats
I pair fancy sofft strappy sandles
sneakers for working out (practically brand new- LOL)
3 pairs converse
1 pair joan & david pumps
3 pair nine west pumps
4 pair misc cheap-o shoes (payless & target)
