I think regardless I would hire a new electrician to take a look at his work. Electric is not something to be messed with, and you don't want your new house to go up in flames because of this man's crapola work.
Small claims court does have a monetary amount this has to be under. Do you have all of your receipt, cancelled checks, etc from his work? I'm sure your county court website can provide some info about going to small claims court.

Thanks, I have copies of the cancelled checks he cashed and the original estimate that he gave me, and several emails going back and forth about the work and how he promise to fix it...
