How about Party City or another place that sells costumes? They might have a cheap brand to go with the costumes 
Might want to at least call and ask before taking time to go over there.......
ETA: I was just on Part City's website looking for something else and they DO have white tights on the website! Type it in the little search box and you come up with with a few options. Good luck!
