I think they just let them stay for the drama factor.
The twins that people love to hate=RATINGS.
They have to know they won't make it to the top.

The twins are definitely annoying and think they're the most talented of the group. Even if they make it to the top 24, I'm sure they'll get kicked off b/c of the fraud or forgery scandal.
