Can shoes or boot heels be replaced with lower heels?

I have always been curious about this...

If I took a pair to a shoe cobbler, would they be able to either cut down or replace the heel for me?

eta: I want them to be an inch or less shorter. I am not talking about going from 4" to an inch.

I'm not positive, but I doubt it..

I would imagine that the whole shoe would be off balance if you made the heel shorter

I usually get mine cut 1 lift.. I only bought 1 pair he refused to cut.. It depends on how the shoe is made.. G/L

My aunt did this to her shoes. The shoemaker was able to take off either 1/4 of an inch (or 1/2, I forget). He said you can only take a little bit off the heel, I doubt they would be able to do an inch without compromising the entire shoe.
