Feral or not

There have been quite a few cats hanging around my house lately, I believe 6. This morning one of them was on my fence hissing at my husband and dog.
I don't want anymore so I'm considering doing TNR if they are feral.
My question is, how do you know for sure if they are feral?
I know 1 is not, he is my one nieghbors.
Is it possible for a feral cat to approach you? Do they "make friends" with domestic cats?

Feral cats will run away from you when you approach them. You can't go near them. Even if they are not ferals and you think they are strays, please tnr.THey breed fast and you don't want kittens running around.

My concern is that I'm going to wind up trapping someone's pet, I'd really rather not start trouble with the neighbors. Is there a way to tell for sure?

ETA: How close do you mean by "approaching them"? My husband was within 5 feet of the one that was hissing at him and the dog.
