Dog tied to a tree! - UPDATE
My friend lives in Texas and she told me this morning on instant messenger that someone left a dog tied to a tree outside of her job. 
She is nervous to approach the dog because its a Rottie. She left a message for animal control.
Poor dog. Thankfully the weather is decent out there.

the dog wasnt tied down but must be sick because its not moving around a lot. They are waiting for animal control

I hope they got to the dog in time. It is so easy NOT to neglect I dog, I just don't understand why people do....

We dont know. He must have been sick/hurt bc he layed in front of their building for like 3 hours , occasionally lifting his head. He was not tied to the tree and did have a collar on. Animal control showed up and the dog ran off, they chased him and then my friend couldnt see them after that.
I dont think they would have just left him so hopefully they caught him.

Before we presume the dog was abandonded or neglected we should consider that maybe the dog got out of their yard and the owners have no idea their dog is out roaming the streets.
I hope, the dog is ok...
