Adobe Photoshop experts

I need help!!!!

I'm trying to change my nephews black and white footprints into blue footprints. Now i know how to layer, etc. But while doing the layers, sometimes it says "could not complete the copy command because no pixels were selected" and won't let me go any further.

What does this mean? How can there be no pixels found?

in the layers palette make sure you have the layer with the footprints selected
