so she gave birth, cut the cord BY HERSELF WITH NO TOOLS and then the baby accidentally fell into the toilet. . .

 sounds more like mommy dumped her out of the toilet.
I definitely believe the Indian public railway bathroom system would allow it, but I don't think that the afterbirth, etc, would all come out so easy and quickly that this could have happened accidentally.
And it's devastating that India should have such a poor health care system that they don't expect a 10 week preemie to survive- seemingly regardless of the train incident.

Stories like this always get me thinking that maybe there is such a thing as "your time to go"- clearly this child has a purpose it needs to serve in this world b/c it sure as hell wasn't his/her "time to go"
