um, i think that only guys measure pants size by waist, because i know that i am a size six but i could never fit into a size 30 pant because they would never fit over my hips. sorry i wasn't more help!

hmmmm 30" waist as an XL? 
that doesnt sound right to me.
i have a tiny waist, but big hips and butt.
i *think* my waist is about 30" give or take, but i would probably take a Medium dress.

I would say 8 or 10 for a woman. I think it's usually:
25=2
26-27= 4
28-29 =6
30-31=8

This site has a 29 1/2" waist at a size 12 and a 31" waist at a size 14.
This site puts a 30" waist at a 10-12.
This site puts a 30" waist at a size 16.

Here's a rule of thumb
I think its pretty accurate as my waist is a 33" and I wear a 16
