I think it's however you want to use it - my personal interpretation is that something is so cute it could make you cry - like when my friends post pics of their babies - to me it's or if something is happy but emotional at the same time - like a baby growing up so fast!

For me -
- I love you but am a little sad. (for example, you just dropped off your new puppy to get shots, your child waves good-bye to you)
- I love you & am happy.
