Why do managers do this??
Tell everyone we will be out by 2pm today and it's now 2:25 and not a peep from anyone
I'd rather they not say anything at all until they are ready to let us leave

That would totally pi$$ me off too. They shouldn't say anything and let it be a really nice surprise when it happens rather then saying something and it not happening at all...

My company does that and then expects everyone to be oh so greatful for the extra hour. 
If they said 2.00 closing, I would just pop in and say is there anything else you need before I leave? Then go.

My boss told me yesterday that he was thinking of letting us go early but would have to see what the day will bring (we could get slammed)
At 11:00am today I asked him so you letting us go. He looked at our Queue's and said he would talk to one other manager and make a decision.
at 3:40 I IM'd him saying "hey what happened to you leaving at 3pm and being at the bar at 3:15 LOL"
10 min later he comes out on the floor and said ok everyone we're closing early. have a great weekend.
I knew he would let us go, I had no doubts about it it's just nice when it's really official and announced not 10 min beforehand.
