It depends on the carrier. If you book with JetBlue and the price drops they will give you the refund back to your jetblue account. You can track prices on flights at yapta.com The site will tell you the lowest it's been and track how much it's gone up or down. If you book, it will alert you based on the airlines rules whether you qualify for a refund.

orbitz will send you the money back if the price drops....
and yes..usually the earlier you book the better!!
there are some days/nights that are apparently better to book than others..but unfortunately i forget what they are (like Tues nights after 11pm - I am making this up right now...but something crazy like that) You might want to try to see wat day and what time of day is best for fairs to drop
