I am due with DC #2 10/17.
I still have DS' infant car seat (Chicco Key Fit) and had planned on using it.
I pulled it out of the garage last week and there are 2 "issues"
(1) The straps are crusty - not like they are going to crumble, but from being spit up on or having stuff spilled on them. I don't like how stiff they are. I've tried taking them off to clean, but there is no way to fully remove them.
AND
(2) the car seat's expiration date is 12/25/2012.
DH is fairly adamant about using this car seat. I would like ot buy a new one.
WWYD?

Sorry but no. You're right, your DH is wrong. Tell him the car seat nazi said so :p
Straps can't be cleaned like that, you can't just wash them, it can weaken them. Because the straps are stiff and can't be cleaned, I would be concerned about proper fit as well as the straps being weakened from the crud and cleaning attempts. And using harsh chemicals to clean them will weaken them as well.
The carseat is expiring. Given that with the strap issue, I wouldn't use it.
You can get an infant seat for less than $100.
If you have extra bases, those may have a longer lifespan so check those as well. If you find that you have bases that will be ok longer, you can get another Chicco for under 150 if you hit the sales right.

I would buy a new one. The infant seats are not that expensive and I would still use the base.

New one. I would try a few options for cleaning the crust, but no way would I use an expired seat.

I actually bought a completely new cover for my Chicco carseat for DS #2, but the straps were fine. There was a way to completely unthread and rethread them, but it was a PITA and took me a WHILE.
If it wasn't expiring I would say you could call Chicco and purchase a new set of straps for the seat, but I would just buy a new seat entirely at this point.

if the straps were the only issue i would call chicco and get new ones. they do come off but its a PITA

Depends on how long you are going to use it.
Our infant car seat #1 was recalled due to stuffing... so I got another one...
But kids grow out of it so fast, if money is even a little bit of a concern, I'd just invest the $ into a convertible. With a double stroller, my DD (DC#2) is in & our of the carseat all the time, so the tote-ability of it is not important.
If your kids are big (mine grow out of the carseat in 6 months)... it doesn't really make sense to worry about getting another if you have a usable one.
I've also washed the straps of all our carseats. It's doable.
