Why
is my dog sitting on the deck at night in the rain sniffing the air? She doesn't like to go out when the weather isn't nice and for some reason she keeps going out and doing this.

char loves to sniff the air -
when it is raining, when it is snowing or on any regular day -
i think she is just trying to take in all the smells of the neighborhood.
