We got some really nice folding chairs in Costco.... but I don't think they were cheap (price wise, probably $15-$20 a chair).
They had some black, plastic folding chairs in Walmart for $10, but they were pretty cheap (material wise). Target had the black metal ones too for $10 and nicer ones with cushion for $15.
I looked all over since we needed 4 extra chairs to host Thanksgiving.

Bed Bath and Beyond and use 20% off.
We got some pretty nice ones last year and I think they came in a set of 4.
We tried Home Depot, Target, etc.. and for the money I think BBB was the best deal.

Not sure how many or what you are exactly looking for, but we ended up buying a bunch on Craigs List (and party tables)...
