where or how can I get an image put onto a cup cake?
I want to have an NYPD detective shield on a cupcake for a favor.
I've seen pictures on cakes before but can I get an image on a cupcake? Or I guess what I need is an edible cany or something to stick on the cupcake.
Any suggestions where I can get something like this & about how much it would cost?
I obviously don't know much about these things so I'm open to other suggestions of how to do this.

You could probably have someone on Etsy do a custom one for you...
They could probably do something like this easy:
Cupcake topper
Unless you wanted it to be edible, then maybe something like this: (I'm sure they could do a copy of the shield)
Edible police cupcake topper
