I saw them in The Children's Place and Carters this weekend.
ETA: Just remembered that Target had some cute Paul Frank raincoats and hats for toddlers and they have rainboots in the shoe dept, not sure if they match the jackets.

My sister bought Kaydyn a raincoat this weekend at the carters outlet and they had boots there as well.

They have adorable raincoats at costco. I got DS a yellow fireman coat... so cute!

I don't know if they still have them but I got DD a cute matching set that came together for about $20 at Marshalls. They had ducks, frogs, firefighter, and a few others.
