What do you do with an employee
who you supervise but likes to do their own thing?
My payroll person gets the employment verifications off of the fax and then gives them to me. I asked her to please pull the employee file and attach it to the ver. so I can complete it.
She says, well I am doing payroll. It will have to wait until the end of the week then. And I guess I had a look on my face and she said "Well I am sorry, I am doing payroll" and walked out!
This is my first time directly supervising anyone. We have a good relationship but she is very very set in her ways and there was no HR Manager here before me...so it's an adjustment. I don't want to be rude but how hard is it to pull the file and attach it??

If it were me, I would call her back in and talk to her about what just happened.
You don't walk out on your boss when she is asking you to do something.
Take a concerned approach ("Is everything okay, you seem upset.") and ask her how she thinks you two can best resolve the verification process and the payroll process.
See if she has a solution and if not, explain to her what you need done and WHY.
And is she still refuses tell her that you recognize that this is not the way it was done in the past, but it is how you expect it done now and you have confidence that she can make the adjustment.
If she still refuses after that you'll have to talk about consequences of insuborindation, but I'm betting there's an underlying issue here and just talking it out will resolve it.

Normally I would sit them down & explain that when I ask her to do something, it's a priority unless x, y or z needs to be done.
However, you're leaving. Not right now, but you are leaving. I wouldn't bother. Sounds like she's part of the old guard & it's not a battle worth fighting.
Also, payroll deadlines trump employee verifications.

Payroll reports to me and during a payroll week I recognize she is very busy and the payroll takes priority over most things. Verifications aren't a huge priority in my office unless they are for active employees. My payroll person knows this and reacts accordingly.
I suggest you sit down with her to discuss her responsibilities, your expectations, etc..... this way she will know where you are coming from. You may want to acknowledge the fact that since there was no HR Manager previously some policies/procedures where not in place or need some updating. For example, active verifications need to be turned around in 1 day and terms need to be done in 3 days.... regardless of payroll week or not. I have found by creating procedures for things like this helps make things so much clearer. Some people are very black and white and need that.

ETA: I totally know that verifications often take a back seat (unfortunately ), however I was more bothered by the way she spoke to me. Actually, I have her performance eval coming up soon and I am taking notice of a lot of those type of things...not a "team player" etc, a lot of "that's not my job"...All I really want her to do is stick to some sort of system, to keep everything neat and organized - pull the file and put it aside until Wed afternoon until payroll transmits...don't just hand it to me without the file and dump it, ya know?

Love the evaluation time.
I informed our managers & VPs in our quarterly meeting that I wanted "no surprise" performance reviews. Employees need feedback throughout the year. To be unhappy with their performance & not say anything in a contructive manner is unfair to the employee. If you're doing her review, which will be in her personnel file long after you're gone, then say something.
But say something to resolve the issue, not because you're pizzed off.
I have an article on dealing with employees with bad attitudes, eye rolling, etc. Do you want me to send it to you?

Ah a subject near and dear to my heart..... Payroll, HR feud is nothing new in the workplace, I myself am a Payroll manager who has had conflict with an HR manager in a past position. If you are the first HR person ever for this employeer then, you have taken over some of the responsibility that the payroll person had been doing all along. In her eyes you are there to assist her and should get your own damn folders. If you make more money than her, she has a bad attitude, one of you has to go, soon.
I was there for about 6 months after the HR manager was hired, then I left to have a surgery and looked for another position.
You and her are going to have a hard time. if the $ $ $ is right you can hire me....
since you are already there, you will have the upper hand.... Smile it's just LIFE
