This is a common occurance on our block. We're pretty used to it by now and are awake by then anyways.

The law in my village says it's okay. 8:00am is the time landscapers allowed to start work, dogs are allowed to bark, etc etc etc.
Does it suuuck. Absolutely.

We're up by then so it's not a big deal. I think the local ordinance says it's fine.

My town is 7 am! We are usually up, but I was ****** when the town came to mow at 6:50! They should know better!

Legally it is okay.
I think it is annoying
BUT I also go to sleep at 8PM and nap during the day sometimes, so I have a sleep sounds machine, close the windows, have a fan running AND the AC going as soon as possible!

Annoying. We won't mow our lawn until 10am the earliest on a Sunday. Sunday is the only day we get to enjoy home, I don't want to ruin the morning for anyone else either.

I think 9 am is still too early too. My neighbors do it all the time. 
I also had a dream thought that it would be wonderful if landscapers all had to do areas all on one day. I swear every day of the week a different neighbor is getting theres done. Thankfully 3 neighbors pooled together and use the same company so they all get done the same time.

I think 8 is fine. I don't want people getting heat stroke in the middle of the day for my convenience.
