Tell me if I am wrong
I was due for my review at work on 9-22-07 and I have still not gotten it. My manager has my review and I have asked her 3 times to go over it with me and she keeps saying different excuses to me.  I think she is nervous to give it to me because I feel like I deserve more than they are giving me (I know how much they are giving me and for what I do its really unfair) and she doesnt feel like going over it with me. I have been waiting 3 months and now im getting so frustrated.

absolutely i would be upset about it and want to know what the problem is.
i would let her know that you think its time that she stop putting it off and that you really want to go over it---is there someone higher up than her? you can mention to her, that maybe if she doesn't have the time, you should go to her boss for the review--and perhaps that will get her to stop stalling

Aren't reviews supposed to be followed by announcement of raises? If so, her holding off on this may be costing you.
Typically, at my last companies, when reviews are done the boss also announces how much you are getting in raises very soon after that.

I would be upset too. I would say something too. But if you will get a retro check then I wouldn't make such a big deal, just keep mentioning it.

you are justifiably annoyed, IMO. sounds like your manager is chicken (like mine) and doesn't want to have the confrontation with you.
