I think that he should say something....
DH wants to make sure it's definately happening first....

 Did your DH say anything to his brother? I think it would probably be better coming from him if you decided to do anything. I know I'd want to say something too, but it's probably best for you to stay out of it. They must know the risks. I can never understand how people can do things like that!

Maybe I'm way out of line but I'd be making some phone calls. I don't think people who smoke pot should be raising children. I think it's a mind altering drug and it is wrong to be in that state while caring for children and being pregnant.
 I'm sorry you have to deal with this.
