Re: Taking down a boarder
Try to peel it off slowly at first. Most these days come off and may leave some glue or backing on the wall.
Next, mix very hot water (as hot as you can stand... yes, boil it in a pot if you need to) and a lot of that pink dishwashing liquid (the cheap stuff). Wear gloves, saturate a sponge and try to melt/water down the backing paper.
If that fails you can use a hand steamer.
Usually one of those two have worked for me in the past.

Re: Taking down a boarder
I bought a tool from Home Depot which puts little holes in the border. Then mix hot water ( I didnt use boiling but that might be better) and white vinegar, saturate it completely ( use a sponge to go over it as well) the peel. For the 2 that I took down, the top layer came off easily leaving the backing, but that was pretty simple once it was saturated.
Good Luck

At Home Depot they sell something called DIF...you spray it on the wallpaper after scoring it and after 15 minutes, it should peel off.

Re: Taking down a boarder
Thank you all for the suggestions. I need to take down the boarder in the baby's room. We just moved in and I hate the boarder that is up and want to re-do his room.

Re: Taking down a boarder
I personally had no luck with Dif-but the "paper tiger" which is what the other poster is talking about combined with a steamer(we bought ours for 20 bucks at Sears) works great. Score the paper then use the steamer it should start peeling right off or you can use a scraper
