Pretty much everyone I've been too 
Though I didn't LOVE Excellence in Riviera Maya, they had an Excellent  pool bar.. I rate it highly because a big group of people (including me and DH) convinced the bartender to order up some snacks for everyone. Nothing like sitting at a pool bar with a frosty drink noshing on a gooey quesadilla.

The Melia Turquesa in Cancun. I gave the bartended $20 at the start of the vaca, and he hooked me up every time he saw me that week!

El Dorado Royale in Riviera Maya, Mexico
In some of the pools (there are many) there is a section of about 2 feet of water that you can sit in the sun and drink your frozen drink then go back to the shaded bar. I need to go back...

Fiesta Americana Condesa Cancun  , because on one side of the swim up bar, there was a ceramics station where you could paint your own ceramic while you drink, which I thought was the coolest, most relaxing thing in the world !
I also loved the Paradisus Punta Cana...just great bartenders, great music and its all inclusive , so all you can drink
