The Safeseat holds:
Use the Infant SafeSeat rear facing only for infants 5 to 30 lbs and less than 32 inches tall.
The Snugride:
The SnugRide infant car seat is to be used rear-facing only and is for infants 5 lbs to 22 lbs and less than 29 inches tall.

I could be wrong but I think the snugride gets better ratings than the safeseat but I could be wrong.
