What makes a restaurant romantic? I think its the company you are with.

When I think of a romantic dinner I think of candles and fresh flowers on the table, linen table cloths and napkins, real china, hushed voices, excellent service, and fantastic food/wine. A fireplace in the restaurant would be nice as would be a great view.Yes, I can find romance with DH almost anywhere, but if we wanted a romantic dinner out then the above would be nice to have.

More quiet dim lit atmosphere excellent food and a big wine selection some place you have to dress up for if there's a view... been to restaurants overlooking the city skyline or on the beach, etc pricey
I do love all of the above once in a while, but sometimes romantic is sitting in a bar having a beer with DH. Doesn't have to have all of the above.

I completely agree that the biggest element in 'romance' is the company you keep. Having said that.. sometimes you just want that extra ambiance. It's like the difference between having a fabulous, well cooked porterhouse on a paper plate - or on fine china. It doesn't change the taste.. but it can enhance the experience.
So when I am looking for that 'romantic' ambiance, I look for smaller restaurants. The kind that have intimate seating and low lights. And menu is important. I prefer places with an upscale menu because that usually means it isn't the most 'family friendly' place in the world. I'm a mom, but nothing kills romance quicker than screaming infants, out of control toddlers and the thrilling cacophony of mom's with chronic "Shhh! I said KNOCK it off!" or "One more time and you are going to be punished!". Again - nothing against kids at all - I even have a set. But if I am looking for romance I kind of want to avoid the child scene.
I also agree with a killer wine selection being a nice bump in the romance meter!

I agree it is the company but I also think that sometimes loud and very busy places lack a romantic vibe.
For DH and I we love going to a new place, with a cool decor, some interesting menu choices, a bottle of wine -- that for us is romantic.
