So annoyed yesterday.....
So I'm leaving Kohl's in my car, and I see a dog on the side of the road. I pull over and the dog is licking a Burger King wrapper 
She had a collar on with tags, so I was about to try to get her back to my car and get my cell phone when a guy pulls over to help me. As he's calling the owner's number, a construction worker who's about 100 yards away starts walking towards us and yells that that is his dog 
So me and the guy who pulled over to help me look at each other with this "why the F is this guy's dog loose and on the side of the road near traffic?" look.
Anyway, construction guy takes his dog back to the construction site with him, and me and the other guy just shake our heads and drive off.
Some people are just not worthy of owning pets

I can't even tell you how many people (here in Colorado) drive around with their dogs loose in the back of their pickup trucks!!! It INFURIATES me!!!
