Re: shopping
I hear you about finding petite maternity pants. Basically, I just order the ankle length off of Gap.com and love how they fit. My suggestion would be to get a size larger than you usually wear or if you are between two sizes, get the larger size. I bought my usual size 2 at about 13 weeks, and now at 24 weeks they are getting tight (but still wearable). Size 4 or 6 (depending on the cut) works best for me now.
Luckily, capris will be in soon and we can wear skirts more then too.

Re: shopping
I'm 5'2" as well and had trouble finding pants. I ended up getting mine from Old Navy and oldnavy.com. I then had to get them hemmed and it worked out pretty well.

Re: shopping
I had the same problem...nothing looked right on me. Everything looked huge. I just bought bigger sizes in regular clothes for the longest time.

Re: shopping
Try Destination maternity. They have short lengths.
So does Gap.
I ended up in stretchy pants for my first trimester.
