Severely red, chapped cheeks and neck

For well over a month now, my son has had really bad chapped red cheeks and neck. Was doing tons of aquaphor, then dr said to use hydrocortisone. It cleared it up in days, but then came back with a vengence. He told us to try another 5 days of it. It didn't help, so he prescribed nystatin. 4x a day for 7 days. Today is day 7, and it is still bad I also do aquaphor along with it, as per ped.

Any suggestions? Thanks!

I also slather him with olive oil after a bath, and use coconut oil from time to time. The coconut oil is great b/c it is antifungal and antibacterial.
