I am guessing these are different, but I have climbing roses. I have cut them WAY back 3 times so far this year and every they came back and bloomed again. These things grow like weeds!  I cut them so far back the first time I thought I killed them. Within a month or so, they were huge and out of control again.
I cut them back when the flowers start to die.
